For the purpose of the vacancy, internal candidates are considered as first-tier candidates.Context:Under the overall supervision of the Chief of Mission, and direct supervision of the Monitoring and Evaluation Officer, the successful candidate will provide general support to the implementation of IOM, Mission in Ukraine’s efforts with regard to accountability to affected populations (AAP).Core Functions / Responsibilities:Coordinate the implementation of AAP practices and actions within program units in IOM Ukraine, so activities can prioritize the impact of programs from the communities’ perspective, aid is better targeted to needs, and to enable course corrections in implementation as needed.Provide strategic guidance, support or advice on AAP as well as programmatic compliance with institutional process, to the M&E Officer, Programme Manager (Partnerships and Coordination) and senior management.Manage the establishment and operation of community-feedback mechanism referral processes to reach relevant focal points and senior management in an organizational wide basis.Conduct periodic analysis of feedback collected by different programs to identify trends in community perspectives and priority issues and support program or support units to act on the feedback.Support AAP practices across implementing partners, or local actors, in coordination with programming colleagues and colleagues working specifically on capacity development and/or localisation.Provide technical support during the implementation of community engagement assessments to understand community information needs, communications preferences, community dynamics, social norms, media use, attitudes to rumors and other factors that could impact programs.Provide on-call technical advice or training for agency staff and partners on AAP practices and tools that are integral to effective implementation of activities, including community focused AAP activities.Assist to identify and measure appropriate AAP indicators to measure organizational performance that can be used within internal monitoring frameworks.Assess the priority skills gaps and learning needs related to AAP within IOM and partners, and where needed, develop learning tools and to work with the AAP team to train IOM staff in AAP skills across IOM Ukraine.Identify and document context-specific good AAP practices within IOM programs and beyond to enable the adaptation and adoption of these best practices in AAP across IOM Ukraine.Collaborate with IOM cross cutting areas such as PSEA, Inclusion and Accessibility and Gender mainstreaming, along with the Public Information/Communications Unit, etc to ensure needs are included in AAP mechanisms, frameworks and workplansParticipate in interagency AAP coordination mechanisms, working groups and meetings and report back to relevant IOM teams.Perform such other duties as may be assigned.Required Qualifications and ExperienceEducationSchool diploma with seven years of relevant experience; or,Bachelor’s Degree in Community engagement, Marketing, Development Studies, Communiucation, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience.ExperienceExperience in working and monitoring implementing parnters such as international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantageExperience of implementing community engagement strategies in social or humanitarian contexts and/or experience of working with social media platforms and media communications strategies for outreach.Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.SkillsProficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook;Knowledge of and ability to apply M&E principlesIn depth knowledge of the broad range of migration related subject areas dealt with by the Organization;LanguagesRequiredFor all applicants, fluency in Ukrainian and English is required (oral and written).DesirableWorking knowledge of Russian or other languages is an advantage.ValuesInclusion and respect for diversity: Respects and promotes individual and cultural differences.
