Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine for the Country Office in Kyiv we are looking for a Head of the Contract and Procurement Department (full time, Kyiv) GIZ implements development cooperation projects on behalf of the German government all over the world. The Procurement and Contracts department is responsible for GIZ's procurement management (tendering and conclusion of service contracts, purchase of material goods, advising those responsible for contracts, training of decentralized procurement units) including the conclusion and processing of financing contracts. It disseminates further developed standards and instruments for procurement processes form GIZ HQ, within GIZ Ukraine and advises the users in the GIZ projects on all commercial and business management issues of procurement management. Area of responsibilities: Positioning and representation of the allocation of financing within the company and towards third parties. Ensuring that contracts are awarded in accordance with requirements, in a proper, audit-proof and economical manner. Further tasks are derived from topic leadership and the further development of fundamental topics on financing, e.g. compliance, business partner review and due diligence. Contact person for financing at the implementation of the "Procure2Pay" workstream of LSS S4/HANA. Regular service dialogue with internal customers to ensure the proper preparation of contracts. This is of great importance for the reputation of GIZ and its position vis-à-vis the various clients, contractors and the public. Consistent and secure leadership of the employees. Ensuring knowledge management through the duality of normative role and customer orientation and maintaining responsibility for topics within the group. Representation of other Head of Team (HOT) if required. Member of the management circle of the GIZ office (HOT) and the GIZ Ukraine Management Team (MT) and assumption of partly also department-wide tasks after consultation with the Head of Finance & Administration. Effective liaison, coordination and collaboration with the contract & procurement department at GIZ headquarters (internal clients, Contract and Procurement Department in the Head Office). Provide trainings to the GIZ Country Office staff and for national staff in the programs/projects. Requirements: University degree (minimum Master) in law or economics and 7 years of relevant professional experience with at least 3 years of management experience. Extensive knowledge of the various types of financing agreements, preferably those of GIZ and 3 years of experience in the awarding of financing and the associated procedural steps. Excellent knowledge of commercial processes, preferably in contract management and the awarding of financing, as well as good knowledge of relevant public procurement and public procurement law. Authentic appearance towards employees and internal customers. Excellent judgement, powers of deduction, integrity and a high level of negotiation skills with internal and external clients. Confident appearance in negotiation situations and professional working style even under heavy load. Good communication skills. Ability to work under pressure, strong team player able to work with a diverse team. Independent, analytical and solution-oriented working style. Very good working knowledge of ITC technologies and computer applications. Business fluent in Ukrainian, advanced English, intermediate German (min. B1) language skills, both written and verbal. Employment conditions: Full time position with 40-hours working week. Place of assignment is Kyiv. The contract duration is 2 years. Prolongation possible.
